WESTPOINT CAR PARK UPDATE – 12 NOVEMBER 2018

In collaboration with specialist engineers and other expert consultants, we have confirmed a plan of works to completely and safely rectify the structural issues affecting areas of the Westpoint car park.

Works are expected to commence in the coming weeks, and timings for completion are subject to a number of factors, but our aim is to have the majority of Westpoint’s car park reopened by mid-2019.

The underlying structural issues are both complex and until recently, hidden, which has meant that these issues could not have been revealed earlier by any reasonable maintenance or inspection. This has also meant that addressing the issues has required an extensive program of testing and expert peer review involving a range of specialists. This process has been something we have taken very seriously, with the safety of the Westpoint community always our overriding priority. By having taken the time to undertake detailed and thorough investigations, we are confident that rectification works will comprehensively address the issues identified through this process.

Westpoint will remain open as usual throughout construction, and the program of rectification works is not expected to have a significant impact on the Centre or the car park areas which are not currently closed.

We’ve made a significant investment to support our community and ensure impacts are minimised during this period, including:

  • Providing a car park management team and a bolstered Customer Service team stationed throughout all levels of the car park
  • Additional Customer Services desks, located on levels 1, 2 and 3 of the Centre or via phone 8825 2400
  • Live car park updates on the Westpoint Facebook page
  • Regular updates on the Westpoint website and in the Blacktown Advocate
  • Hiring of a space at the Blacktown Showgrounds to provide a convenient nearby location for staff parking

Safety remains our key focus during this period, and we sincerely thank our Westpoint community for their patience and understanding during this unanticipated car park closure.

WESTPOINT CAR PARK UPDATE – 30 OCTOBER 2018

Westpoint Customer Parking

With our busiest time of year fast approaching, we’re taking action to provide the best opportunity for our Westpoint community to connect quickly and easily with our retailers.

In addition to a planned temporary staff parking solution at Blacktown Showgrounds, from Monday 12 November Westpoint will return to providing three hours free parking for our customers, implemented 7 days a week (including Sundays).

We’re making this change to maximise parking spaces available for customers visiting Westpoint throughout the day.

As usual, parking at Westpoint remains:

  • free after 6pm
  • free for two additional hours for cinema patrons.

Our on-site customer service and managed parking team will continue to be available to assist customers, particularly in any situations where unanticipated delays in the car park may have unintentionally extended the length of stay beyond 3 hours.

It is not our intention to charge customers who may have been delayed within the car park due to any traffic congestion, and we will be working closely with our parking team to minimise inappropriate charges. Please be sure to ask for help if you need it, or contact our Westpoint Customer Service Team.

WESTPOINT CAR PARK UPDATE – 22 OCTOBER 2018

We thank our community for continuing to shop local and for supporting our retailers during this unexpected partial car park closure.

Working through this matter is of fundamental importance to the Westpoint management team, with safety always our overriding priority.

Westpoint Staff Offsite Parking

We are pleased to share that Westpoint will be delivering a temporary offsite staff parking solution, with the help of Blacktown City Council, allowing our customers to more easily access parking at the Centre during the upcoming Christmas and summer holiday period.

Council works will commence shortly to prepare the allocated offsite space to provide 500 additional car parks, including resurfacing, line-marking, as well as installation of additional signage and a new bus shelter, with the site expected to be operational by early December.

By providing our staff with a convenient offsite parking facility, we’re increasing the opportunity for our customers to quickly and easily connect with our retailers via our car park, in addition to the wide range of public transport options also available servicing Westpoint’s convenient CBD location.

The temporary offsite parking facility will be serviced by a regular shuttle bus service provided free of charge by Westpoint to connect staff with the Centre, and a traffic management team will be stationed on site during peak times each day to assist with vehicle movement within the temporary space.

The safety of our Westpoint community remains our overriding priority, and a security team has been engaged to patrol the car park area during operational hours throughout this period.

Space for a temporary parking facility of a size able to accommodate our significant staff numbers is difficult to come by in the Blacktown area, and we are very grateful to  Blacktown City Council for their ongoing support while we continue to work through the unanticipated partial closure of our car park.

We will continue to keep our Westpoint community updated on this staff parking area as works progress and we draw closer to launch.

As per previous updates, we are soon to commence a planned program of early works which will prepare us for the upcoming major works.

The details, scope and timing of these upcoming major works remain subject to the finalisation of our specialist engineers’ and other consultants’ advice and we will continue to provide regular updates for our community as these plans are confirmed.

We thank our community for continuing to shop local and for supporting our retailers during this unexpected partial car park closure. 
Working through this matter is of fundamental importance to the Westpoint management team, with safety always our overriding priority. 

Upcoming Works
We continue to pursue a range of options to minimise the impacts of this closure, and sincerely thank all of our Westpoint community for their patience. 
During the course of the next few weeks, we will be commencing a program of early works in the areas of car park which are currently closed. 
This first phase of works has been brought forward while we await further advice from our specialist engineers and other consultants, which will inform the plan for subsequent work phases to be undertaken.
The planned works will include the installation of temporary structural steel supports and concrete remedial works, and will involve increased construction activity and workers on site at Westpoint.
While this first phase of early works will allow us to prepare for the upcoming major works, the details, scope and timing of the next phases are still subject to the finalisation of our specialist consultant advice, and we will continue to provide regular updates for our community as these plans are confirmed.

We’re here to help
A wide number of initiatives have also been put in place since the partial closure to support trade and mitigate impacts for the community.
We remain committed to open and regular communication with all of the Centre’s retail partners, staff and the Westpoint community, and have introduced a range of in-centre initiatives so our customers can continue to connect with our retailers during this unanticipated closure.
We have actioned measures to actively manage the car park, including:
•  additional on-site traffic management by specialist traffic controllers 
•  a dedicated car park assistance team throughout our operational car park facilities to assist with customer queries and directions
•  additional signage
•  regular live car park updates via social media
•  website updates.

We have also bolstered our Customer Service support staff, who are available at new pop-up Customer Service Desks throughout the Centre as well as throughout the car parks.
This situation is being treated very seriously by the entire Westpoint team, and we are committed to providing regular updates for all our retailers, staff and community throughout this period.

 

WESTPOINT CAR PARK UPDATE – 31 AUGUST 2018

We have taken the proactive action to close some areas of the Westpoint car park in order to carry out investigations into the structural integrity of the car park. This action was taken in response to advice we received from our specialist consultants. See below map of affected areas.

As part of our commitment to communication, here is an update for progress to date as at end of August.

Our work to date

A significant amount of work has been undertaken to understand the issues that need to be addressed since we were advised by specialist consultants to close sections of our car park.

We have sought additional advice from structural, civil and geo-technical engineers, as well as concrete technologists, who have undertaken the following rigorous investigations:

  • Ultra-sound testing of existing steel reinforcements
  • Laboratory testing to assess concrete samples from slabs and columns
  • Geo-technical sampling of the ground around the footings of the car park structure.

What do we know now

What we do know now is that sections of the car park’s columns are currently not providing the required support to allow us to safely operate the impacted car park sections.

This means the impacted sections of our car park will remain closed until we know more.

We are awaiting final findings from the specialist consultants. Those findings will inform our decision making about next steps.

We are taking the time required to prudently and thoroughly understand the issues relating to the car park because the safety and wellbeing of our Westpoint community is always our overriding priority.

What’s next

Our specialist consultants are finalising the findings about the steps we need to take regarding the closed sections of the car park, and we will continue to provide regular updates for our Westpoint community about the progress of this work.

While this work continues, we are continuing to implement our Traffic Management Plan including: active management of car park traffic by on-site traffic controllers, additional signage, live car park updates via social media, and dedicated staff throughout the car park assisting with customer queries and directions. What’s going on?

Investigations are continuing, and we do not presently know how long the car park will remain closed. We are working closely with our specialist consultants and expect to know more by the end of August.

The safety of our Westpoint community is our overriding priority, and this situation is being treated very seriously by our entire Westpoint team.

What are you doing in the meantime?

To support trade and minimise impacts during this closure, we have implemented a detailed Traffic Management Plan prepared with an expert traffic management provider.

This plan has been enacted in collaboration with Council and other local authorities, and incorporates a wide range of regularly reviewed strategies, including: active management of car park traffic by on-site traffic controllers, additional signage, live car park updates via social media, and dedicated staff throughout the car park assisting with customer queries and directions.

We have engaged additional Customer Service support staff, who are available at new pop-up Customer Service Desks in-Centre as well as stationed in car parks.

IMPORTANT CAR PARKING UPDATE - 8 AUGUST 2018

On Friday 3 August we took the proactive action to temporarily close some areas of the Westpoint car park in order to carry out investigations into the structural integrity of the car park. This action was taken swiftly in response to advice we received from our specialist consultants. The safety and wellbeing of our Westpoint community is always our overriding priority.

Areas affected by this closure include all levels of the car park from Centre Court moving towards the Aldi end of the centre (Balmoral Street).  This includes the entries and exits located on Balmoral Street and two entries and exits on Alpha Street excluding the main Alpha Street entry located at the traffic lights and entry and exit ramp located at the roundabout.

The Centre and all other car parks remain open as usual.

The investigations are continuing and we do not presently know how long the car park will remain closed.  We are working closely with our specialist consultants and expect to know more by the end of August. 

To address and, where possible, minimise impacts on the surrounding community, we are continuing to liaise with Council and other local authorities.

For customers, as of Thursday 9 August we will be reintroducing managed parking with a five-hour free customer parking period. The goal of this is to ensure our loyal customers are able to continue to connect with our Westpoint retailers during this period.
